Community and Employment Support (CES) Waiver
Spark Community’s CES Waiver program supports individuals living in the community rather than in institutional settings.
The program, provided through the Arkansas Division of Developmental Disabilities Services (DDS), offers care coordination so participants receive the services they need.

Who Is Eligible?
The CES Waiver is available to individuals of all ages with intellectual or developmental delays. Eligible individuals are placed on a waiting list and offered a waiver slot as one becomes available.
Eligibility is determined by a clinical review team that assesses whether an individual meets the level of care required, including:
- Any diagnosis or condition expected to continue indefinitely.
- Substantial support needs in at least three of the following five areas:
- Self-care.
- Understanding and use of language.
- Learning.
- Mobility.
- Self-direction or ability to live independently.
How to Apply
To apply for CES Waiver services, contact DDS Intake and Referral by calling 501-683-5687 or submitting an online request for services.
If you need health care coverage while on the waiting list, apply through Access Arkansas. There, you can check your eligibility for programs like traditional Medicaid, ARKids First, or TEFRA. You may also apply for Supplemental Security Income Medicaid through the Social Security Administration.
Once you begin receiving CES Waiver services, you will continue to receive them as long as you:
- Meet eligibility requirements.
- Actively participate in the program by following your person-centered service plan, which is updated annually.
